J. Warren Keel, 99, an ardent Republican and the retired owner of a tire equipment manufacturer, died Tuesday at the Normandy Farms retirement community in Blue Bell.

Mr. Keel had founded Keel & Co. Inc. in Philadelphia in 1929. The firm, which made and distributed tire equipment, later moved to the Lansdale area.

He retired in 1989 at age 92.

He was a pioneer in the tire-retreading industry,'' said his daughter Kerry Furiga, and had many patents, especially during World War II under the name Keel Blue Streak. They covered grooving tools for tires.''

A lifelong conservative, Mr. Keel was a Republican committeeman for many years in Philadelphia's Mount Airy section and had served on the executive committee for the 59th Ward. He had also chaired the house committee of the Germantown Republican Club.

He was a strong believer in individual freedom,'' his daughter said, and ran for representative to the Pennsylvania General Assembly in 1959. He fell three votes short of victory, but always campaigned for responsible, limited government.

``I also remember [Philadelphia Councilman] Thacher Longstreth coming to our house in the early days of his political career.''

Mr. Keel was born in Philadelphia but grew up and was educated in the Oxford area.

Then, he set off to travel across the United States,'' his daughter said. He lived and worked on Catalina Island in California, in the logging camps of Oregon and Washington, then in other states doing farming, railroading and photography.''

Mr. Keel lived in Philadelphia for many years and in Worcester from 1981 to 1995, when he moved to Normandy Farms.

In addition to his daughter Kerry, he is survived by his wife of 67 years, Elsie Rogers Keel; another daughter, Joan Kerr; five grandchildren; and four great-grandchildren.

The funeral service and burial were to be private.

The family suggests contributions to the Heritage Foundation, 214 Massachusetts Ave. N.E., Washington, D.C. 20002, in lieu of flowers.
