Note: I found a Joseph Neugass living in Tucson, Arizona in both the 1870 and the 1880 Federal Census. It would be wonderful if this was the same person, since he was a Clerk of the Territorial Supreme Court and Justice of the Peace, This Joseph Neugass associated with people like Governor John C. Fremont and lawman Wyatt Earp. However, in the census, this Joseph Neugass is appears to have been born in 1838 and in Prussia. I understood Joseph to have been born in Mannheim and in the 1820s.
